Call broadcast service, by zip code or streets?

Is there any telephone marketing service that can make calls to houses by street address or zip code? I lost my cat and want to see if I can blast out calls to all the streets around where I live.

I think RoboDial is a service that does what you are asking. Politicians use it to blast phone calls to a neighborhood, and this may help.
