What are people's favorite sites online to set up cheap, quick, muse websites with which to TEST new muses? Thanks!

I have a few ideas burning a hole in my mind as well. Are there any quick and easy ways to do this, and are they effective?
yes & no.
really it'd be a little bit of work in any case (but hey if it works then no probs!).
maybe try something like OSCommerce if it's tangable... depending on what sort of product you're pushing of course. and if it's anything else wordpress/mambo/joomla for a out of the box site and slap a template on it.
either way you could always buy the domain for a start and have it "mask" and redirect to your ISP's free space that comes with your account (no matter what page you're on it will be www.whatever.com in the address bar of browser).
then when you know it works you can buy proper hosting.
again depends what you're selling... :)

What if we're selling a tangible product (ala 4HWW), ebook, etc.? To a large extent, I would just like a chance to try out many different ideas fast, cheap (free?) and easily. I was hoping to find an easy way to set up a few 3 page websites - and I looked at the wordpress, mambo, joomla, oscommerce suggestions you have - are these easy for novices (i.e. WYSIWYG?) or are they for more experienced webmasters?

I use www.godaddy.com extensively.
They are reliable, affordable (I buy more than 100 domains a year) and there is also a marketplace where you can buy/sell used domain name for a profit.

100 domains a year? Are any of them successful? Are you making money from them, or aiming to sell them off as an asset?

when you do pay per click professionally, you also want to test different domain names to understand which domain pulls a higher CTR. Remember: with PPC, higher CTR means lower CPC (cost per click). And when you adwords bill is in the houndrends thousands per year, every cent bidded saved can save you thousands over the year.
Then also sometimes google disapproves your ads, so you have to start again from the beginning.
Again, test test test, KEEP track of what you are doing, trim the fat and increase your net profits. If you want to increase your bottom line, it is easier to play on your costs (which YOU control) than your top line.
