Who would manufacture this mechanical device?

Hello,

I'm looking for some advice. I'm trying to figure out who--what type of company, shop, or manufacturer--would make a simple mechanical device for me. It's a pair of metal pipes connected by a spring and cable, with a baseplate and swivel joints at each end.

I've looked on Thomasnet and emailed a couple of companies, but when you search on manufacture it seems like they are talking about metal lathing and machining and lots of stuff more intense than what I need. This can probably be assembled from off-the-shelf parts.

Who am I looking for?
