How big should a banner be? I am trying to put one together for my website. I'm using php nuke if that makes a difference.

That all depends on where you are intending to put your banner
As you can see from the link below... banners can be all sorts of shapes and sizes depending on where they are to be displayed

If you are making banners to advertise your website, you should make them in all those sizes at the link above. That way it will fit the space a publisher has allocated for advertising. I assume you are referring to making banners to advertise your product. Once you have a design, you make them in all sizes maintaining a consistent look with all the sizes.
The hard part I think is the sky scraper verticals. I find the horizontal ones easier to design.
