I've been in South Korea for about 1 week, and I've noticed that labor is very cheap here. This begs the question, at which point does having an assistant no longer become labor and a specialty.

I guess what I'm wondering, is if anyone here has had any kind of experience hiring South Koreans as assistants.

I don't have experience hiring them as assistants but I lived in Korea for 3 years and many Koreans have at least college degrees as they're one of the countries with the highest number of college grads. However, theyre economy is relatively good so they don't need to be skilled in every single office application as are say people from the Philipines or India many of whom graduate from technical schools more geared towards getting employment on places like elance.

I'd think you'd need more than one Korean assistant if you have a wide variety of tasks that need to be accomplished because they would tend to be specialists and the price would not be as low as those other countries where you would more easily find a single person who could do everything you want at a lower price although perhaps at a lower level of expertise than a Korean.

I like Korean culture and people though. My ex is a lovely Korean girl and I see Nicolas Cage married a Korean woman. You could be happy in a long time business relationship with the right Korean person where as more Philipines, and Indians might be just one off deals it seems to me.
