What's the best way to do SEO for a blog website that is 99% photos?
Here's the site: http://flowingwatersdigitalwatercolors.yolasite.com/
Any help is appreciated.

You can make a bit of difference by using keywords in file names and alternative text (you have no alt text). And then you'd want to making sure all of the various ping services know about new blog entries and maybe a few of the bookmarking services too.
And even some supporting copy for the images will help (you must have something to say about why you picked each image or how you took it).
Personally the watercolour effect isn't really my thing - but other photographers will want to hear what camera you used, settings etc.

Your best bet is to create a great landing page, in this case your home page, that has at least 200 to 800 words filled with keywords (not stuffed) in natural sounding language.
It looks like you now have some text content on there, so that should be working pretty well for you, but there are still plenty of optimizations you could be doing for the search engines.
I'd suggest the Do It Yourself SEO (http://www.do-it-yourself-seo.com) website for the best resources on learning SEO and becoming an expert yourself. Make no mistake, it's my website and my muse, but I truly do want to help people save thousands of their dollars by doing their own SEO. This is my way of keeping abreast of the SEO field, since I quit the biz to be a full time designer now, which I'm loving.
The website has guides, resources, and an interactive FAQ where I can answer your questions.
