Is it possible to sell products via mail order?

I am finding that because I am not a retailer then a lot of manufacturers do not want to do business with me.

What is the criteria to become a retailer of products? Is it expensive to become one?

They have been a variety of products from electrical to childrens toys. But does it matter? I guess from what you say it does?
