How to get Cheap Advertising in Magazines?

I seem to remember someone saying on here that even if you try to negotiate with the magazines you'd like to advertise in, you'll still pay too much. There was another way to get a sane price. Anyone recall that thread of have the info in their head? I can't remember if it was something to join or what.
