After reading this article: http://www.nevblog.com/2005/04/bottled-water-experiment.html, followed by this article: http://www.nevblog.com/2005/05/bottled-water-experiment-part-deux.html, I've decided to give the idea a go. If you don't want to click the links or have to read all of it, here's the 911:

1) Buy ice and bottled water in bulk
2) Sell bottled water from cooler to motorists on busy street corners
3) Wash, rinse, repeat
4) Take profit, get vendors license, and pay people to sell the water for you

In the page listed above, he paid homeless guys to sell water, and was able to make a decent turnaround after a few attempts. My only concern is the legality of selling water, although in my county no license is required to sell something in a container which has been sealed by the manufacturer; I would, however, require a business license in order to sell large quantities of it. My plan to start out with to minimize initial investment is to basically give away the water, and accept donations. On my signs and t-shirts I'll have a small note at the bottom which reads "recommended donation", this way if any law enforcement has a problem with me/my minions selling water on the street, it would be made clear to them that we are giving away free water, and accepting donations for our organization.

I do not plan on this being an end-all muse to set me into a world of financial freedom; simply a shortcut to a little extra residual income on the side.

To become a legal mobile vendor in my city, I would have to pay $44.25 for a background check, and $49.44 for a "Foot Peddler of Prepackaged Foods" Mobile Vending License. The background check is good for 2 years, the vending license is good for one year. So for $100 bucks to start, I could make some serious cash and not have to worry about any legal issues. Once I had enough profit, I could start hiring students to work for me. Each worker I would want to hire would only require a background check. I could easily hire several college students to work around the city for 25 cents per bottle sold. All I would have to do at first is provide them with a copy of my license and meet them with their water in a cooler at predetermined locations. Eventually I could hire someone to pick up and deliver the water to them, while I sit back and earn money.

Why not hire a college student to set the whole thing up for you.
