For instance in Rolf's book he quotes Bruce lee. What does one need to do to quote someone. What are the differences in quoting someone alive and dead? Thanks

Get permission if at all possible. It has nothing to do with the status of the person, it has to do with the status where you find the quote. If it is just a short, non-trademarked saying, like:

I wasn't satisfied just to earn a good living. I was looking to make a statement.

You may be okay. But it doesn't hurt to get permission.
