I have an idea for a muse in which I would create a guide for photographers on how to use specific actions, steps, etc... in Adobe Photoshop to create professional looking photographs. Do I need to worry about legal issues with Adobe?

No, you only need to worry about the MASSIVE competition in free general photoshop tutorials on youtube and the awful lot of video tutorial dvds already sold to that crowd.

Go a step further and make packages of highly-specific Photoshop Actions and corresponding guide text. Like BHOTR said, the market is full of tutorials and how-to's. Don't compete on that level. Let people buy one-click shortcuts to achieve the same thing that a tutorial would make them spend hours achieving.
