$250 for a research island trip? How?

I'm curious. How and where was Tim able spend $250. From what I gather it was in Panama....but other than that there are little in the way of details. If I wanted to do that, how could I go about it?

Latin America is cheap.

head down there sometime. Costa Rica is a safe start. they speak english quite a bit (but its not as cheap as other parts of LA)
