Can anyone point me in the right direction to how i put a widget on my website where people can put their details to go on to a database?
Is there free opt-in software for this or is it something that has to be paid for?

Try http://www.aweber.com. It does cost $20 a month but there is nothing better out there in terms of an autoresponder.

aweber is really well known. I also like mailchimp.com. I think it's about $9 per month.
All of them will give you a little sign up box.

Mine is through phplist which is a free download with my host account. But it's not all that user friendly. But I like having more control and I like that it funnels through my server.
If you plan on doing a lot of newsletters or sale promos, there's also Constant Contact, which is what I use. Very user friendly, and has HTML code to put sign-up boxes on your website. www.constantcontact.com $15 / mo for month-to-month pmt.

-This is good if you are just sending out text emails, it is also one of the easiest to setup. It also has a handy function where it will send out email automatically whenever you update your blog

-This is good if you want to send out HTML (pictures, colors, videos, ect), but it has a bit of a learning curve and you better have a fast internet connection.
The sign up box is just a few lines of code that you copy and paste into your website or Blog
For most people aweber is the best choice

If 100 people sign up, do i still own those contacts? where are they stored?

Yes, you should own your contacts. I would store them myself just in case, but they store them as well. Another one to consider: http://www.icontact.com/ - they had some issues while I was using them but customer service was very helpful -:p

Is it a custom web page or based on a platform such as WordPress or Drupal?
Depending on your answer, there may be a number of point and click (free) options available as well.

I have a wordpress web page, with domain mapping.
